What are the transgressions?

  1. FAILURE TO RENDER ACCOUNTS.  The funds of the Association are not audited.  The complainants have, for the longest time, asked for an audit of the funds of the Association to promote transparency.  The leadership, from UBE until present, refuse to.  Why?  Your guess is as good as mine.
  2. ILLEGAL CONTRACTS ENTERED.  Illegal contracts entered into with SMART.  For the longest time, UBE denied the existence of a Contract.  Any business entity or person in his right mind would not go into business without the protection of a Contract.  It's basic.  When found out, the provisions of the said contract were found to be detrimental to the Association.
  3. EQUAL RIGHTS NOT ACCORDED TO MEMBERS.  There seems to be a double-standard when it comes to members of the Association.  Provincial members are treated as inferior to those coming from the NCR.  Why?  We do not know, but there seems to be an unfounded belief that the Provincial Members do not contribute much to the Association.  But it must be underscored that Provincial Members are who give credence to our claim that we are a national organization, thus the name Association OF PHILIPPINES Volunteers Fire BRIGADES;
  4. REFUSAL TO RENDER ACCOUNTS.  Failure and refusal are two different things.  While the above talks about failure, here we talk about refusal.  In particular, there are rumors that the total amount donated to the Association for the Construction of the Brigade Headquarters at Leveriza was way beyond its total cost.  From 2001 until now, there is no Financial Report submitted regarding the construction of the Building.  Donors were not apprised how their money was used and no information is available as to what the then President Johnny English did with the surplus money.  There are persistent rumors that he was successful in transferring the surplus money into his own account.
  5. MALFEASANCE IN COMMUNICATIONS COMMITTE.  The former Communications Committee Chairman, Patriot-21, under the instruction of Mr. UBE, refuses to divulge the communications set-up of Brigade.  He further refuses to reveal the locations of the repeater links not only to the Board of Directors, but even to his Deputies.  This exposes the committee to an unnecessary risk in as much as this secrecy will compromise the integrity of the communications system of Brigade should any untoward incident happen to his person.  Further, there is allegation that TXTFire is using the system paid for and intended for the use of Brigade.  This should be addressed and explained.
